I don't see what's scary or 'Halloween-ish' about a Chicken (unless you're a slug!), so I've voted pumpkin!
If anyone knows Waldo at all, it HAS to be the chicken, though it would be less of a costume and more of an outward display of one of his stronger personality traits. Sweet sweet Waldo...
